The state capital is facing an acute shortage of non-judicial stamp papers after demonetisation of the high-value currency notes, making it difficult for people to get authorisation of documents and affidavits.
The impact was felt at offices of sub-registrars as people who turned up for registration of their properties were unable to get through transactions due to unavailability of stamp papers with the
vendors.Stamp papers are sold to customers in lower denominations of Rs 5, Rs 10, Rs 50 and Rs 100.
Non-judicial stamp papers are required for land registration, transfer of property, power of attorney and executing different types of bonds, agreements, affidavits and making declaration besides other non-judicial work.
Stamp paper can be bought by individuals from licensed stamp vendors, and in most cases it is done through cash.
Most of the vendors said that they are not accepting old notes because SBI treasury branch has stopped receiving challan payment in the demonetized notes for purchase of stamps as a result no stamp could be made available in the market.
“As the high-value denominations can’t be used to buy stamp papers, one is required to purchase through cheques. However, until the cheque gets clear we can’t get the stamp papers and the registration process cannot be carried forward,” said the dealer.
