Special mamlatdars to handle tenancy cases

Chief Minister Manohar Parrikar on Wednesday said that fast-track courts of special mamlatdars would be set up soon to handle only tenancy cases in the state.

The government has already initiated the process to promulgate an ordinance to amend the Goa, Daman and Diu Agriculture Tenancy Act, 1964,  for  facilitating  transfer of tenancy cases back to the office of the mamlatdar from the court of civil judge (senior division).

The then government led by  Parrikar had amended the Tenancy Act in August 2014 transferring all tenancy cases from the mamlatdar’s office to the civil court. This had led a hue and cry among tenants and farmers who had demanded revocation of the contentious amendment.

Most of the BJP candidates who lost the 2017 assembly polls had blamed the 2014 amendment for their defeat.

Parrikar told  media persons that the proposed amendment to  the tenancy act was being vetted by the law department, adding that cases would  come back to mamlatdars once notification in this regard is promulgated.

When asked about the matter, Revenue Minister Rohan Khaunte said the fresh move on amending the tenancy act has been under process, and  would   be finalised in next few days.

The government had been planning to promulgate the ordinance before the panchayat elections to be held on June 11. However, the model code of conduct for the polls will come into force from Thursday. Hence the ordinance could be promulgated only after the elections to the panchayat polls.
