Mapusa Municipal Council (MMC), at a special meeting on Wednesday, accepted the proposal moved by Observing-I Ecotech LLP to treat Mapusa garbage. The proposal was passed by 16-1 votes. The draft MOU will be presented before the council for final approval.
It may be recalled that during the last council meeting, the Gurgaon-based company had expressed interest to treat garbage generated in Mapusa. Then the matter was discussed and was deferred as councillors demanded a presentation. A special presentation was made for the councillors and subsequently on Wednesday, a special council meeting was convened at the Mapusa Municipality office.
The Gurgaon-based company has proposed to set up an ERT proprietary technology waste treatment plant with energy recovery at Mapusa. In ERT waste treatment plant, non-segregated waste will be converted into a useful by-product. The plant will also not generate any liquid effluent or other tangible waste or residue.
MMC chairperson Sandip Falari informed the council that the “entire cost of the plant will be borne by the company which would be around Rs 15 crore. The council has to only allot land admeasuring around 4,000-5,000 sq metres with water of around 20,000 litres and electricity of around 75 horse power. MMC will also provide all clearance from different departments for setting up the plant.”
Falari further informed, “The company will treat a minimum of 25 tonnes of non-segregated waste including bio-waste but will not accept any civil waste of construction debris. If the council fails to provide the adequate quantity, a penalty of amount equal to the running cost will be imposed for that particular day.”
Falari also informed, “After negotiating with the company, the council has accepted to pay a monthly charge of Rs 800 per tonne to the company with the company paying Rs 200 per tonne for the by-product to the council. Hence, the final amount payable to the company by the council will be Rs 600 amounting to Rs 4.50 lakh monthly.”
Later the matter was put up before the council for discussion. Sixteen councillors voted in its favour with a condition to draft a MOU and put it before the council for approval.
